The Senate - that one calls equally it "High assembly " - is composed from 321 senators. The senators are elected for nine years by an electoral high school of about 145.000 persons. The Senate is renewed a third every three years.

As the representative, the senator votes the laws of the Republic. It has access to the legislative initiative, that can translate itself by the deposit of law suggestions (the texts deposited by the government are called law projects). The legislative initiative expresss itself essentially in the amendment right that allows the senators - as to the representatives and to the government - to modify the texts in discussion.

The deposited texts on the office of the Senate are sent back for examination to the one of the six permanent commissions or to a special commission. The other commissions interested can seize themselves for opinions. The competent commission names a tattletale in charge of analyzing the text, to explain to the Senate the modifications that it brings to the legislation in force and its effects practice.
